Abstract
This proposal defines explicit, verifiable criteria for who holds the right to publish proposals on the Kleros Snapshot space, replacing the current undocumented, discretion-based process.
Motivation
Today, Snapshot proposal rights are granted informally, at the discretion of a few Cooperative members. There is no published criterion and no consistent process. Codifying eligibility makes the process auditable and ties proposal rights to contribution and institutional role rather than personal approval.

Proposal rights are held by the members on the authorized list below. The list holds upon adoption:

Maintenance
The full list is re-ratified by a DAO Snapshot vote every 12 months, allowing the DAO to add or remove any member. Between scheduled votes, adding a member requires a DAO Snapshot vote.
