[Meta] Incentivise proposal making

Hi all,

Lately I have seen a lot of good suggestions for improvements in Telegram, but they almost never result in a proposal on the forum. I think this is partly due to lack of incentive, so I propose we put a reward on making successful proposals on the forum.

What do you guys think? I which form do we want to reward proposal makers? What restrictions should we apply to prevent abuse?
